New income tax rates

The government in Greece are looking at imposing a new set of income (in euro) tax rates:
-0-12,000 0%
-12,000-15,000 15%
-15,000-30,000 25%
-30,000-40,000 30%
-40,000-60,000 35%
- Above 60,000 40%
Increasing the tax rates etc is fine provided:
1- They increase the tax euro yield that is currently sitting at a deplorable 12% ie only 12 cents of the tax euro finds its way back to society, the rest is for overheads and "seepage" (a neutral way to denote rampant graft)
2- They tax the true tax evaders that are the doctors, lawyers, electricians, shop keepers etc
